Social license to operate

社会许可经营

社会许可经营概念最早起源于矿业，现在在澳、英等国是热门话题，这些国家政府希望基础设施投资者和运营者能够关注项目与当地社会的良好关系，避免项目受到当地社会的抵制，social license to operate就是进入政府视野的一个工具。

Social procurement

社会采购

社会采购指采购里的甲方利用自己在采购行为里的优势去创造更多项目之外的社会价值，也是目前西方社会政府在力推的。

例如，政府采购可以要求多使用当地社会的下游企业，促进当地的产业链发展。

这两个概念在基础设施领域和PPP领域都有非常好的前景，其实在很多国内项目都在做，就是没有系统性地提出这个概念。
